Otto Aerospace has reached an important regulatory milestone in the development of its Phantom 3500 business aircraft after finalizing the Federal Aviation Administration (FAA) G-1 issue paper, establishing the aircraft’s type certification basis under 14 CFR Part 23.
The achievement moves the Phantom 3500 program into its next execution phase as the company targets first flight in 2027 and entry into service by 2030.
Establishing the Certification Path
The Fort Worth, Texas-based company became an FAA applicant for type certification in September 2025. Otto strategically chose to pursue certification under Part 23 Amendment 23-64, which introduced more performance-based certification requirements intended to improve efficiency and encourage innovation in aircraft development.
The closure of the G-1 issue paper formally defines the certification basis agreed upon between Otto and the FAA.
At the same time, Otto is continuing discussions with the FAA East Certification Branch to finalize the G-2 issue paper, which establishes the means of compliance that will be used throughout the certification program.
“Now that the certification basis is in place, the program moves into a higher gear on execution,” said Scott Drennan, president and CEO of Otto Aerospace. “We have alignment with the FAA on what we need to demonstrate, and that gives us real momentum as we move toward first flight and entry into service.”
Novel Technologies Enter the Certification Process
The Phantom 3500 program is notable because it incorporates technologies that have rarely progressed this far into the certification process.
Among them are:
- Otto’s transonic laminar flow technology;
- the company’s Supernatural Vision cabin concept;
- advanced lightweight structures;
- aerodynamic efficiency innovations designed to reduce fuel consumption.
According to Otto, extensive engineering activities and testing have already been completed, including the aircraft’s preliminary design review.
The company has also begun advanced material testing activities to support certification.
First Flight Planned for 2027
Otto reported continued progress with key suppliers as it advances the Phantom 3500 toward flight testing.
Current program milestones include:

- First flight target: 2027;
- Entry into service target: 2030.
Flight testing will be conducted from Otto’s new operational base at Cecil Airport in Jacksonville, Florida.
